I am not sure if this a bug or not. However, I installed 10.2 Beta 1 or X86 (2xXeon) and now when I select Leave->Shutdown Computer, instead the X server starts again (I have NVidia's driver, so I get the logo screen) and I am returned to the login screen. If I select the shutdown there, the machine shuts down.
So does not my user account has the rights to shutdown, or does not KDE's shutdown work?
