Yes, they are, I put a special README.DVD.iso up:

$ cat delta-iso/README.DVD.iso
The DVD ISO images are only distributed via bittorrent.  The delta ISOs
are available on all servers.  The MD5SUMs of the ISOs are:
81e2735379d44c206db8e35d657e2256  openSUSE-10.2-Beta2-DVD-i386.iso
56bd34666e2e88b38b83f59bfd4e624e  openSUSE-10.2-Beta2-DVD-ppc.iso
