You are right: it would be very good to have beta test plans for openSUSE. So far there are none available outside of SUSE. We are currently working on adding Testopia (http://www.mozilla.org/projects/testopia/ ) to Novell Bugzilla. With this tool building/offering of test plans is very easy. With openSUSE there changed a lot with the 'old' SUSE Linux beta program.
