I think that only a YaST/zypp expert can analyze what's going on here
and only with logfiles: /var/log/YaST2/*

Right now, this is the very first time I hear that YOU doesn't install
patches. Most reports like this turned out to be misunderstandings
(either people assumed that YOU would install the latest version of a
package, but in fact it only tries to fulfill requirements defined in
the patchinfo and does nothing if they are already fulfilled; or people
interpreted the fact that patches don't disappear from the view as that
they were never installed).

Since I don't remember any similar bug report either, file a bug, of
course with all logfiles attached.
