Yes. It is news://support-forums.novell.com for instance, group news://support-forums.novell.com/opensuse.org.suse-linux.support.development-build might be good place. It is almost unused, so no one will be bugged with people that will come and discuss bugs. It is single server so it will act fast, just as IRC.
