Accidently it looks like a bad standard configuration. By carefully
looking at the
working x86 installation I found the missing values.

In 
/etc/gconf/gconf.xml.schemas/schemas/apps/compiz/plugins/decoration/allscreens/options/%gconf.xml
in line 125  section command is the value "gtk-window-decorator"
missing as well as in
/etc/gconf/schemas/compiz-decoration.schemas in line 340 a few lines
after the value
"/apps/compiz/plugins/decoration/allscreens/options/command".

Modifying these two instances makes it work as expected. It looks like
the configuration
files are incompletely written in x86_64. I verified this on a
different machine as well.
