Hi,

It's a WIKI - wich means: free to edit by default :)
However you should have a good reason to write anything there, of course.

Annoying bug is usually a bug that appears in every (or huge amount of)
system(s). Writing a bug description and ID there helps everyone to
easily find a workaround (if already exists) or just tells something
like "please, do no report it again, we know that it is there".
