The issue should be fixed by now, however it's not up to me to decide whether it is worth online update :) The bug does not affect functionality at all, just these repository scanning popups might be annoying. You can download fixed package from Factory (yast2-ntp-client 2.16.1). It has no further requirements, thus should be easily installable.
