Yes, we have such functionality in libzypp and Qt and ncurses package managers both offer it. Just go to Extra menu in Qt package manager (or Etc. menu in ncurses PM) and select 'Verify system'. This way, libzypp solver should check all dependencies and mark missing packages (that were e.g. manually uninstalled by rpm) for installation/update, in short, repair the system.
