This sounds very much like bug 804773. This resulted in an entry to
the Release notes (the limitation is that it's not possible in GNOME
3.6 to use only modifier keys (shift, ctl, alt) to switch between
locales.
In order to do so, indeed, at the moment gnome-tweak-tool is the only
way around (which is also what is documented in the release notes now,
