zypper in gnome-shell-classic (or gnome-shell-extensions-common, I
can't remember which provides it).

Then you should have the alternate-tab extension available.
In you case (coming from 11.4 from what I understand), you might want
to try the gnome-shell-classic (select from gdm login window) instead.
Note that you will probably need to issue a systemctl restart display
-manager.service from a VT (or just reboot) before that option is
available from gdm.
