Should a formal request be made to the Boosters for at least one
openSUSE instance for testing these kinds of tools for consideration
for wider use?

I don't know how the openSUSE/Novell Server Farm is constructed, but
if a virtualization platform hasn't already been implemented, it
should... And when/if a virtualization platform has been built then it
should be trivial and monetarily nearly insignificant to deploy low
resource testing like this.
