I take it from your questions that you have no experience with RPM, neither
with building kernels. 

You want to read:

http://www.rpm.org/max-rpm/

Then try to create your first RPM from a very simple small project.
Something like

http://abook.sourceforge.net/

once you have a working RPM of, for instance, abook you might want to
spend some days on reading and understanding other RPM specfiles.

When you are familiar with RPM you should look into the Kernel
README (/usr/src/linux/README). That explains how to build the
kernel. If you fully understand what you must do you want to read

which combines both topics, RPMs and kernels in SUSE Linux. 

Dont, i repeat, dont start with the kernel as your first package. Its
way to complex. Start with small projects and take small steps.

A beginner mountaineer does not climb the mount everest first!
