the problem is the missing lang_package macro:
# Template for lang sub-package.
%lang_package(n:) \
%package %{-n:-n %{-n*}-}lang \
Summary: Languages for package %{name} \
Group: System/Localization \
Provides: %{-n:%{-n*}}%{!-n:%{name}}-lang-all = %{version} \

Provides translations to the package %{name}
you can probably just put it to the end of the file /usr/lib/rpm/suse_macros
