Not sure where this one comes from. The specfile for libsensors3 doesn't mention libnotify anywhere. The only thing it depends on it libsysfs, but libsysfs doesn't need libnotify either. I've just rebuilt the libsensors3-32bit package internally and it doesn't have this dependency.
