Do you mean the start order when using libvirt-guests to start the VMs? I think there are some hacky tricks, such as naming the domains in a certain order https://www.redhat.com/archives/libvir-list/2011-April/msg00789.html But currently, libvirt doesn't support the notion of VM groups, which is necessary to express ordering constraints.
