The reason is very trivial: openSUSE Factory did not contain ceph / librbd packages to date, so we cannot build against them. Feel free to talk to maintainers to get the ceph package submitted from filesystems to openSUSE:Factory, then I can easily enable rbd support in the Virtualization qemu package for openSUSE_Factory repository.
