I'm not really in charge, but ... For every language wiki we have one maintainer with sysop access rights to maintain the protected pages (but not limited to that). As far as i know Tora is translating the pages for the .tr wiki right now. Maybe he was just the first one who asked for a .tr wiki. I'm not sure if the maintainer must be someone with much contributions.
