I see. The page has downsize limit at 610 px horizontally. 
The total size is 790px without horizontal scroll bar. 
It will probably show horizontal scroll on 800x600 resolution screen.
Firefox shows the same.
Trying the same with http://en.opensuse.org/Beryl gives the TOC out of screen 
too, so it seems to be the minimal page size at fault, not the inserted 
frame.
It is probably easier to change than default title presentation. 

BTW, there is more that might be good to fix/change, if it is not already in 
newer Mediawiki versions, like incorporation of Images with tags left and 
right. Now one has to experiment to find acceptable layout like with 
mentioned Beryl page, inserting newline character, moving image left and 
right, etc, until page looks acceptable.
