We still provide Xfce 4.8 as the next major release will be in
January, however all components have been updated to the latest
bugfix releases. Other than that there's been mainly
polishing/bugfixing/integration work, LightDM is now the default
display manager reducing the dependencies on core GNOME
components somewhat and the default install should now provide
functionality comparable to a GNOME/KDE desktop. So you could
even say it provides a viable alternative to those unsatisfied
with GNOME3.
Details of what's been done for this cycle are mostly on
http://en.opensuse.org/User:Gberh/Xfce_ToDo though there's
probably nothing spectacular from a marketing perspective.

I've already added a few sentences at
http://en.opensuse.org/openSUSE:Upcoming_features#From_Xfce
Feel free to improve that or to get back to me if you have any
further questions.
