I am not the person who can allow or deny anything, but I have one
question:

Why not use the 1CD version? That way people who do not have a (fast)
connection still will be able to buy your book. Pricewise it should not
make any difference.

Or even better: make your own CD, wich you can localise for Frensh users
and include the software you discuss in the book. Leave out stuff you do
not discuss.

As libdvdcss is hosted in France, you could perhaps even include a DVD
player (See your local law for this) adding mp3 support could also be
possible.

For the things you have not on the CD, explain how to find a mirror, add
that as a source and also point them to
