Just means that the site is very busy. Download speed means little if
the site you are downloading from has too many people downloading files
from it.
You might see if there is a mirror site you can use.
There are a few mirror sites available.
They are all listed in ftp://packman.links2linux.de/pub/packman/MIRRORS
