The logical place to host this and invite collaboration from others is
the wiki at http://www.opensuse.org/. I think it is a great idea!
Developers are generally not too eager to write user documentation at
that level, so please go ahead.

If you need help with the wiki, just speak up (but have a look at the
help available at http://www.opensuse.org/OpenSUSE_Wiki_Project first).
