Maybe this should read: When the available disk space is lower than 30GB. If most of your disk is already occupied by other OS...
Just to throw a point in the discussion: If a user doesn't accept the suggestion by the installer, should there maybe a menu first, where you can select which partitions actually should be used for SUSE? I have gentoo and LFS on the same disk and the installer always wants to use them, too. So I have to do everything by hand. If I could tell your algorithm "please only take the space of the following partitions into account:", I could be a little bit lazier. Of course, this is nothing for newbies, but why not make the life of experienced users also easier? :-)
