Hi,

What I've understand from the software-Raid Howto about hot-plugging ide drives 
is that rescan of the ide bus is done with hdparm, but what misses till now(the
date of writing is 2004-06-03) was the rescanning of partitions ... you should
investigate in this direction ...

The only working solution given work with 2.2.x kernels where you could compile
ide support as modules : that way you had to unload then reload the module and
it worked. Anyway, I don't know how it can work if both of your drives (system
and extra) are ide : how to load a module from a device you have just unloaded
the driver ???
