Sure they do.  Anyone is perfectly welcome to participate, regardless of
level of technical expertise. 
However, if you're saying "technical less savvy" = "unable/unwilling to
use a mailing-list", I'm not convinced that's a helpful attitude.

People who participate on USENET, but find it cumbersome to subscribe to
a mailinglist have a problem that we cannot solve here.  Posting a
bugreport can be cumbersome, I agree, but that's life and a webforum
won't have any effect on that.
