Not necessarily...

To be honest, I would think a french forum would be a good idea.  To be more 
specific, I'd envision a subset of "international" (for lack of a better 
term) forums, with any language currently on the wiki being included in the 
forum.

Now, since this is all still very open still, and even the forum is up in the 
air, I would say the idea of doing what you mentioned is fairly premature... 
I would wait further discussion until the forum does/does not become 
official, and then go from there.

Also, as mentioned in prior threads, there are the legal grey areas.  France, 
as of late, has been problematic in terms of software patents, and decisions 
that directly relate to the legality of open source software in general.  I 
would be very wary about wanting to be consider an "official" forum, even in 
france only, not to mention its already been stated that no community forum 
could really be named official anyways.
