Yes, for others the first 3CDs would be enough.

And if less downloads = less FTP-Trouble is what we are after, then we
should encourage people to download only what they need.

Boot.iso is for "advanced" users, I would say. Mr. Newbie would be
better off to download CD1-3, and see if it lacks anything he needs.
But he will be able to setup a "normal" System with that. And if he
doesn't need anything, he wont be using the FTPs...
