No, there are mirrors for installing from the internet too, so I don't 
see how that can be a problem.  Mixing rpm files from one distro to 
another?  Not a good idea, you are certain to get things messed up that 
way, especially when so much is available.

Smart?  As the old saying goes, half a dozen of one, six of the other.  
Ask different people, you'll get different answers.  Smart has 
certainly matured since 10.0, but there are still a few bugs to work 
out.  I haven't used it, so can't say if the problems are with the 
program or with the repositories of files.
