They could have them already all the time: just enter
/pub/suse/update/10.1
Not everyone has a speedy connection. Installing 2 GB of packages
and then just pull another gig of kde+ooo updates is just no fun.
We are talking about ftp installation. So what.
Since 10.1, old packages won't get installed first before the new packages
get fetched.
