depends what you mean by "the application laguage".
Kde can just change the keyboard effect, when entering data,
not change the langage the application use itself. This need
a translation and is up to the app.

see I used the english keyboard for the previous paragraph
(I write this with mozilla) and as you can see it's written
in qwerty (a is writen z...)
