You asked on a suse list, you got a suse answer. The rc commands are a suse enhancement, in the unix style, of a nice alternative to the usual clunky old "/etc/init.d/blah stop; /etc/init.d/blah start" or "service network stop; service network start" You need to ask in the smoothwall forums - in any case rcnetwork is probably not going to what you want, as was mentioned - look at the dhcp man page, or the smoothwall docs.
