Yes. I see that's true. I never use CTRL-TAB, just ALT-TAB and the four ALT-SHIFT-<arrow> keys I define to navigate geometrically through the virtual desktop space. I think one reason not to map CTRL-tab is that if it's not intercepted it's typically used to navigate between tabs in a tabbed GUI.
