The only "package" which will create a templated web page for you - as far as 
I am aware - is OpenOffice. You can create a web page by selecting File > 
Wizards > Web Page from a Writer document. Follow the prompts and you will 
have a halfway-decent looking page.

NVu is also included and has some templates available. I haven't really used 
it though, so YMMV.

For a more robust - yet still fairly simple - web authoring system, you want 
to install - or have your host install - a CMS.

You can see on my pages in my signature two examples of a CMS. A CMS is a 
Content Management System. This allows you to focus on what you want to 
present as opposed to how you need to get it up there. As I write this, I am 
using Drupal (www.drupal.org), for my home page and have used Xoops 
(www.xoops.org) as well as various incarnations of PHPbb (www.phpbb.com) and 
even PostNuke (http://www.postnuke.com/).  The other page listed is a 
combination of PHPbb and custom work. All of these may need a little tweaking 
and even some configuration. My preference for ease of use is Drupal, as the 
authors have made installation a snap. My mother is just starting out using 
Drupal on her site, and is doing pretty well. I'd show you a link, but she's 
been in development for awhile now. (/me reminds self to get her site 
updated...)

A good place to check out would be the Open Source CMS page at 
http://www.opensourcecms.com/ - they have demos and information on all sorts 
of systems.

If you just want to post information out there - or do a simple blog - then 
maybe a CMS is too much. In this instance you can use a self-supported blog 
such as WordPress (http://wordpress.org/) or SubText 
(http://subtextproject.com/) as examples.

Should you want to do a blog and not actually host your musings, then you can 
use Google Blogger, Live Journal, MySpace or any number of sites.

For a hosting solution - which will actually let us see your page - you want 
to search your favorite search engine for cheap hosting solutions. I have 
seen them from very cheap - around $2.00 / month - to very expensive. I 
currently have a reseller account for my pages for which I pay around 
$25/month.  I have like 5Gb of space and around 10Gb of traffic.

You will also want to get a domain name. This can be done through any domain 
registrar. Many hosting companies - such as iPowerWeb or One On One - will 
offer domain registration as part of your package.
