If my neighbor approached me with a proposal for a pact regarding car-stealing,
I would respectfully decline and treat that neighbor with extreme
circumspection thereafter.
If I found out that two of my neighbors had such an agreement I would treat
them cordially, but would watch my belongings carefully when we all got
together for a block party.
