Because it gets run by the ppp daemon, ie, for modem connections.

I think you might put your script in /etc/sysconfig/network/if-up.d and/or 
/if-down.d. My guess is that a symlink there to /etc/init.d/ntp would 
work. You need GLOBAL_POST_UP_EXEC="yes" in /etc/sysconfig/network/config
