Yes, that's two forward slashes between "oss" and "suse";
I don't know how significant that is.

download.opensuse.org redirects to a "real" mirror based on certain
logic. Unfortunately being relatively soon after release some mirrors
have still not properly synced the repository and it appears from a
few reports such as yours that download.opensuse.org is sometimes
redirecting to broken mirrors. This is unfortunate, and I know they
are working on improving the redirector, but in practice things like
this will probably always happen occasionally when you don't have
control over all the mirrors.

http://download.opensuse.org/distribution/10.2/repo/oss/ is the main
repository of binaries. It contains more software than is included on
the DVD. Sometimes "package source" is used interchangably with
repository.

http://download.opensuse.org/distribution/10.2/repo/src-oss/ contains
the actual sources.

http://download.opensuse.org/distribution/10.2/repo/non-oss/ is the
repository for non-free software

The last one was....

That debug repository is not yet available on the mirrors, hence that
particular error. It is unlikely you will need it though, it provides
data useful for getting useful backtraces & debugging information.

I think I've lost the ability to have the repositories
for installation of additional software and such, but
I don't understand what I did to cause it.

As you noted, this dialogue is new in 10.2, It merely provides a
convenient way to add these repositories, to add manually post install
simply go to yast -> installation sources -> add -> specify URL, and
paste in the URLS
