An example of unavailability:

Tonight at 17:27 local time (US/Central) I was able to log in and start 
filing a bug.

At 17:33 when I tried to *submit* the bug bugzilla was gone again.
By 'gone' I mean it accepts the TCP connection and returns no content.

A TCPDUMP shows:

-> syn
<- syn, ack
-> ack
-> ack (push)
<- ack
(8 seconds later)
<- FIN
-> FIN, ack

And it works again at 17:37 and I am able to submit the bug.
