Did you check for that directory... to see whether it exists...? and what its permissions and ownership are? Does this directory contain any files? If so, what are the permissions and ownership on them? Does the information gathered from the above correspond to the output of "rpm -ql powersave"?
The directory contains a number of scripts that is part of the rpm and does have read and execute permissions for everyone.
