I have cleared the cache, uninistalled and reinstalled smart, and it still
whines.
The smart rpms say they are "0.49.1-40.guru", but "smart --version" says
"smart 0.50rc1".
Funny thing is, I haven't done anything to smart prior to this other than
run it.

Try to separate the commands to see which part fails:
smart update
smart upgrade
Also, delete everything under /var/lib/smart/packages and
var/lib/smart/channels.
maybe the rpm database is corrupt as well, so to fix it:
rpm --rebuilddb
