Nonsense. Manual pages are perfect as a reference, nobody really knows all the options for Unix commands. They are at least 10 times better than info pages. However, both are usually not meant to be a tutorial or a beginner's guide. Read the maximum RPM handbook[*] if you need a full-blown introduction to RPM and not just a reference.
