I just found a case where there's an almost new rpmnew file but no
corresponding regular file to match it.  Why would an rpmnew file be created
when there was no conflicting regular file that should have caused its
creation.  The only thing I can think of is that the regular file was
obsoleted completely by later patch and was deleted, leaving the rpmnew
still around.  Would that be a reasonable assumption?
