The CIA (Central Inteligence Agency) and other US military inteligence agencies (like the DIA, defense inteligence agency and Army CID) have been using torture on american citizens.
The torture comes mostly in the form of mental and is used to reduce targets for use in experimentation on the subjects of mind control, persuasion and hyptnotism. Often after such cases the person is then turned over to an other DOJ (Department of Justice) agency and/or state or local police whereby he is charged with falsified crimes; like child molesting and drug crimes. The agency accepting to continue with the ruse in all cases has known about what has occured to the target and actually will use the mid control to help with the impending criminal investigation. This is not a recent occurence, i.e. as of 9/11 whereby it might barely be justified, but has been occuring for quite some time, for at least since 1980. Now let me site a case example.
