Well, you could disable update/refresh for the "stable" distribution 
repositories (I assume you have configured repositories for the SuSE 
distribution, both oss and non-oss). These never change and can very well be 
cached.

But neither packman, nor suse update repositories, can be cached. They are 
likely to be updated with new packages almost every day, and yast simply has 
to fetch new lists each time.
