This is not entirely true. Just look at what is nowadays known as
reconfigurable hardware or FPGAs. This is a form of adjusting
hardware in order to run software (algorithms) with optimized speed.
In other words, such an optimization still exists and is used in
HPC. Sometimes, it's even necessary because the compute requirements
easily exceed traditional "general purpose" processor solutions...
