Absolutely. OOo does the same. I have some files that take a minute or so
to open, so I try to open on their own workspace and continue working on
another... useless. OOo grabs the focus away and I find myself trying to
type into a not fully loaded instance.
Too bad manners :-/

I think kde has some such adjustements; gnome can have them, I think,
using a different window manager. By default it uses metacity, but I have
been unable to switch to a different one like windomaker or enlightment:

metacity respawns so fast that windowmaker doesn't get a chance :-(
In order to change it, I have had to rename the metacity binary!
nimrodel:~ # mv /opt/gnome/bin/metacity /opt/gnome/bin/metacity.no
And yes, windowmaker does have an option to "do not let it take focus"
(and it works). Unfortunately, it doesn't integrate perfectly: I get a
bunch of windomaker icons, most of which do not work (the configuration
icon, for instance).
So... I have to return to metacity:
nimrodel:~ # mv /opt/gnome/bin/metacity.no /opt/gnome/bin/metacity
