I suspect it's done in the same way as if you were saving an email you were drafting and hadn't sent yet. If i try to save an incoming email, it gives me a "Save as" dialog but I'm using Kmail 1.9.6 so it may be different to your version. If you think this is a bug that needs fixing, then you should report a bug through the normal process.
