Why dont you try:

rpm -qR glibc-devel-2.5-25

and tell us what you come up with - I am using SuSE 10.2 and i get this:
/bin/rm
glibc = 2.5
linux-kernel-headers
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(CompressedFileNames) <= 3.0.4-1
/bin/sh
/usr/bin/perl
libc.so.6
libc.so.6(GLIBC_2.0)
libc.so.6(GLIBC_2.1)
libc.so.6(GLIBC_2.3)
libdl.so.2
libdl.so.2(GLIBC_2.0)
libdl.so.2(GLIBC_2.1)
rpmlib(PayloadIsBzip2) <= 3.0.5-1
