Yeah, that does not sound good.  

Does this also happen if you first switch to a text console, (CTRL-ALT-F1)
and shut down from there?

What drivers are you using for that ATI chipset?

The bottom is where the back-light tube is.  This is a florescent tube about
as big in diameter as a toothpick and 13.3" long (in your case).  Very 
fragile.

It sounds like this tube is getting over-driven pretty severely. This can 
shorten the backlight's life quite a bit.  The tubes are not particularly 
expensive (about $12) but putting them is is a real pain in the neck.
There is a high voltage supply in there too, and it may be part of the 
problem.

The LCD itself is likely not involved in this, just the backlight is my guess.
