No, aiui, that is the function of 'rpm --rebuilddb'.

   REBUILD DATABASE OPTIONS
          The general form of an rpm rebuild database command is
          
          rpm {--initdb|--rebuilddb} [-v] [--dbpath DIRECTORY] [--root 
DIRECTORY]

          Use  --initdb  to  create  a  new database,
          use --rebuilddb to rebuild the database
